Vice-chair:DrAndréMénache,menache@netvision.net.il EUauthoritiesarerightinhavingdecidedthatsome100,000man-madechemicals,towhichweareexposed,mustbeassessedfortheiradverseeffectsonourhealthandourenvironment.Theprospectthattheseassessmentswillbecarriedoutatthemanufacturer’sexpense,thattheywillinvolveaverylargenumberofanimalsandthattheywillnotbecompletedforseveraldecadesatleast,iscauseforconcern.Thosemostconcernedareconsumerorganizations,andprivatecharitieswhoseaimistopromotehumanhealth.Someofthesegroupshavechallengedthescientificvalidityofobservationsandresults,becausetheywereobtainedfromanimal-basedresearch.Theycontendthatadverseeffectsofchemicalscanonlybereliablyassessedforthespeciestested,andareirrelevantforanyotherspecies,humansinparticular.Theyclaimthathealthstatisticsdatafullysupporttheircase. Itisactuallystrikingtoobservethehugeprogressmadeoverthepastcenturyinthedevelopmentofproductsfromchemical,petrochemical,agrochemicalandpharmaceuticalindustries,whilstthemethodsforassessingtherisksofchemicalproductshaveremainedalmostunchangedandstilldependexclusivelyonanimalmodels.Itisthereforetimely,beforestartingtheriskassessmentofthe100,000chemicals,tocarefullyexaminewhetherrecentscientificprogress,whichcontributedmoreaccuratetestingmethods,couldprovidebenefits,inparticularbyimprovingconsumersafety.Tothisend,wewillexaminethefollowingsixtopics: 1)Humanhealthstatisticsgatheredoverthepastfewdecades:dothesestatisticspointtowardsnegativehealthtrends,e.g.anincreaseintheincidenceofmajordiseases?Ifso,whatproportioncanbeascribedtoinsufficientpreventionandtoman-madechemicals? 2)Arethetestingprocedurepresentlyinusesatisfactoryforreliablepreventionofmajordiseases? 3)Aretherebettermethodsforassessingtoxicrisks?Cansuchmethodsbeappliedwithoutdelay? 4)Science-basedtoxicriskassessment(SBT). 5)MeritsofSBToveranimalmodel-basedprocedures. 6)MeritsandbenefitsofSBTforinterestedparties. MorbidityandmortalitystatisticsintheEU:alarmingtrends. DespitethefactthatlifeexpectancyinEUcountriesishigh,thisbenefitisoffsetbyhighmorbidityrates.SeveralmillionEUcitizenssufferdebilitatingneurodegenerativeconditions(Alzheimer’sandParkinson’sdisease,MultipleSclerosis(MS),Autism,etc.)Althoughformostofthesediseases,theincreaseinthenumberofcasescorrelatesroughlywiththeincreaseinlifeexpectancy,arapidincreaseofneurodegenerativeconditions(MSinparticular)hasbeenobservedamongpeoplebetween20and40yearsofage,andeveninchildren(autism).Thesteepestriseinmorbidityandmortalityhas,however,beenseenincancer.InFranceforinstance,since1990,thenumberonecauseofdeathforpeopleaged35to65yearshasbeencancer.Theproportionofdeathsduetoallcancersexceptlungcancer,amongpeopleofage40to45years,hasincreasedsix-foldbetween1950and1980,and300,000newcancersarediagnosedannually,withasignificantincreaseinthenumberofcancercaseslikelytobelinkedtohormones.Onewomanoutof13wasaffectedbybreastcancerin1970.Today,itisoneinseven. Itisgenerallyagreedthat5-10%ofallcancersarelinkedtogeneticdefects,andthisfigure
